May 3, 2010Education Committee Working on School Finances
The education committee has passed a number of bills over the last few weeks. Among other issues, we will continue to look at issues related to school finances. Here is a quick look at some bills reported from the committee:
· HB 4580 - A bill to require school districts to develop anti-bullying guidelines. In light of recent incidents, this bill is intended to raise awareness of harassment and bullying in schools. · HB 6008, 6009, 6010 - Package of bills to allow local school districts to partner with intermediate school districts for their superintendent services. In a continuing effort to be more efficient, some districts have begun sharing superintendents. This legislation would further encourage such sharing with Intermediate districts. · HB 6005 - A bill to eliminate the practice of "double dipping" in school districts. School employees who retire and then contract to perform a service for district will have to make a health care and pension contribution. Currently, a retired school employee can come back to work through a third party contractor to collect and salary and their pension, without contributing to health care or pension costs.
Texting Ban Signed Into Law
Texting while driving is a dangerous habit that too many drivers take part in, putting themselves and other motorists in danger. I'm happy to announce that a plan banning this practice is now law.
The new law, which takes effect July 1, prohibits drivers from reading, manually typing or sending text messages while driving, except to report accidents, crimes, emergencies or similar situations in which a person feels their safety is in danger. Under the new law, police will be allowed to pull over and ticket drivers who are caught texting. Drivers will receive a $100 fine for a first offense and $200 fine for subsequent violations.
Smoking Ban Now in Effect
Over the weekend, the smoking ban that my colleagues and I passed took effect. This ban applies to nearly all workplaces, including bars and restaurants, and will help safeguard Michigan workers and families from the harmful effects of secondhand smoke.
